AAI Invites Bids to Set Up Flying Training Organisations at Dholera Airport

In a move to boost domestic pilot training, the Airports Authority of India has invited proposals to establish Flying Training Organisations at the upcoming Dholera International Airport. The initiative aims to strengthen India’s aviation training capacity and reduce dependence on overseas programs.

The project will be led by Dholera International Airport Company Limited (DIACL), a joint venture of the Airports Authority of India (51%), the Government of Gujarat (33%), and the National Industrial Corridor Development and Implementation Trust (16%).

The selected operator will develop and run the facility under the DBOMT model for 25 years (20 years with a possible 5-year extension). The operator must complete at least 3,000 flying hours in one year out of every three consecutive years, with bids evaluated on the highest concession fee per flying hour, starting at ₹675 per hour.

Construction and flying operations must begin within one year of site handover, and all infrastructure will be transferred to DIACL at zero cost at the end of the contract. The project aims to create a world-class pilot training hub and make flight training more accessible in India.
