Dholera Smart City Project: Progress and Investment Insights
Many investors frequently ask about the deadline for the Dholera Smart City Project. The development of Dholera SIR is currently in progress, and according to official announcements:
Development Phase 1 will be completed soon.
Subsequent phases will follow.

The development of Dholera SIR Smart City is divided into three phases based on six town planning (TP) schemes:
Activation Area (22.5 sq. km in TP2) – Mostly an Industrial Zone, became operational in 2020.
Phase 1 (TP1 & TP2) – Expected to be operational by 2023.
Linear Development Plan – Near both sides of the Ahmedabad-Dholera Expressway, spanning TP1 to TP6, will be developed by 2030.
Complete Dholera SIR Area – Covering 920 sq. km, full development is expected by 2042.
Dholera International Airport – Construction started in 2020 and is set for completion in 2023.
Ahmedabad to Dholera Greenfield Expressway – Expected completion in 2023.
Ahmedabad to Dholera Rapid Metro Transport System – Expected completion in 2023, with future expansion to Bhavnagar.
Two runways: 2910m and 4000m, with parallel taxiways.
Annual capacity: 50 million passengers.
Strategic location: Close to major industrial cities like Rajkot, Vadodara, and Ahmedabad.
Expected to ease air traffic congestion at Ahmedabad Airport.
Receives approval under DMIC (Delhi Mumbai Industrial Corridor).
Seven stations planned along Ahmedabad-Dholera Expressway.
Travel time: 45 minutes from DSIR to Ahmedabad.
Dedicated Freight Corridor (DFC) – Covers 1483 km, with 38% in Gujarat, attracting 90 Billion USD in investments.
Six mega industrial nodes proposed for Gujarat.
Developing an Effluent Treatment Plant (ETP) for industrial waste management.
Ensures safe disposal of industrial effluents into water bodies.
MoU signed with Cerestra Ventures for Gujarat Special Education Region (G-SER).

The Real Estate (Regulation and Development) Act, 2016 (RERA) was introduced to
enhance transparency and accountability in the real estate sector. However, it is
important to understand where and how this law applies, as its applicability varies
depending on the type of real estate transaction. RERA primarily regulates residential
and commercial real estate projects, but it does not apply to the sale of land or plots
without construction obligations. In areas like Dholera SIR, transactions involving
final plots (designated land parcels) do not fall under RERA's scope. Similarly,
agricultural land, industrial land, and other specific land transactions may not come
under its jurisdiction.
Understanding these distinctions helps buyers and investors make informed decisions
based on the nature of their real estate dealings.
