Dholera Smart City Development Progress, Update & Contract
Dholera Smart City – A vision of Hon. PM Narendra Modi is taking shape as India's first greenfield industrial smart city in Gujarat. Dholera SIR is being developed over a total area of 920 SqKm. Recently, there have been significant updates and investments that are further accelerating progress and bringing renewed focus on Dholera. Below are some key developments and updates for the Dholera Special Investment Region (SIR):
Tendering acquisition for solar power awarded to TATA Power for 5000 MW.
Establishing a hub for EV Battery manufacturing.
Airport construction to commence soon, with the tender awarded to Varaha Infra Limited.
Setting up Firing Ranges Hub.
Construction of substation and power supply by Torrent Power.
A detailed conference on sustainability, mobility, and electric vehicles was organized by DMICDC and DSIRDA, emphasizing the needs of smart cities.
This development is expected to attract significant investments as the first phase, executed by L&T, is set to be completed by Sep-Oct 2022. The government will then begin allotting possession to companies for manufacturing.

Sewage Pumping Stations, Sewage Treatment Plant (STP), and Master Balancing Reservoir – Contract awarded to Larsen & Toubro Limited Protection Engineers.
Supervision of WTP, STP & CETP Packages – Contract awarded to STUP Consultants in collaboration with I2R Consulting.
Technology & Communication:
Consultancy Services for Information & Communication Technology (ICT) at DSIR – Contract awarded to Wipro Ltd.
Administration & Design:
Preliminary Design Consultant for ABCD Building Phase II – Contract awarded to HCP Design, Planning.
Consultant for Interior Design of ABCD Buildings Phase I – Contract awarded to Enarch Consultants Pvt. Ltd.

RERA Compliance
The Real Estate (Regulation and Development) Act, 2016 (RERA) was introduced to
enhance transparency and accountability in the real estate sector. However, it is
important to understand where and how this law applies, as its applicability varies
depending on the type of real estate transaction. RERA primarily regulates residential
and commercial real estate projects, but it does not apply to the sale of land or plots
without construction obligations. In areas like Dholera SIR, transactions involving
final plots (designated land parcels) do not fall under RERA's scope. Similarly,
agricultural land, industrial land, and other specific land transactions may not come
under its jurisdiction.
Understanding these distinctions helps buyers and investors make informed decisions
based on the nature of their real estate dealings.
